Scuba fins may be created from such materials as rubber or plastic. They are worn on the foot or leg in order to aid movement underwater. They are particularly important for scuba divers because of the extra gear being carried.
The concept of scuba fins existed far before they were actually created. In fact, both Leonardo da Vinci and Giovanni Alfonso Borelli played around with such concepts. The book Deep Diving and Submarine Operations describes this facts.
Ben Franklin is known for having created rudimentary scuba fins out of thin pieces of wood as a young boy. However, the first practical designs were created around the same time but independently in both the United States and France. In the U.S., it was by Owen Churchill. In France, Louis de Corlieu was the inventor.
